0ec4474d42 why manipulate target properies? 
disable ccache be default
but use -Wpendatic instead of -pedeantic

e5c060387e FIXME: the packageProject() makes the problem 
so the standalone project does not build!
and the cmake project config files can't be installed this way?

* update CPM.cmake to 0.28.0

* cache CPM.cmake dependencies

* create modules directory if it doesn't exist on windows

* experiment with env variable

* make cache keys OS dependent

* replace env.GITHUB_ with github.workspace
